Job Summary

  • Responsible of developing overall contracting strategies and plans that align with project goals.
  • Responsible of managing the tendering and awarding of high quality, cost effective contracts.
  • Responsible of administration of contracts to ensure contractors comply with terms, maintain schedule, and minimize growth.
  • Responsible of evaluate and negotiate any contractual issues or claims.
  • Responsible of make recommendations to senior management and/or client regarding contractual issues.
  • Responsible for ensuring the setting and use of the best strategies to procure goods and services at the most favorable terms and conditions and at the most economical price.
  • Responsible to ensure that all acquisition of goods and service is done in a very transparent manner and as per the company laws and procedures.
  • Ensure that all resources of the section are fully utilized to provide seamless support to main activates related to the company main line of business.
  • Ensure that all established procedures related to procurement and contracting are fully adhered to from quality assurance perspective and ensure section compliance to maintain ISO certification.
  • Establish good communication with local suppliers and contractors and work toward their development as apart of an integrated strategy to support local economy.
  • Supervising the work of the quantity surveyors and ensure that all post contract financial services and quantity surveying are efficient and in full compliance to contracts terms and conditions.
  • Responsible for providing advice and assistance to end users in assessing their correct procurement requirements.
  • Ensure that the company develops and maintains a comprehensive database of suitable procurement sources that measure up to the standards of the company
  • Develop and maintain a system of supplier performance appraisal and ensure that the same is reviewed from time to time.
  • Accord priority to various procurement items and ensure that the most critical and urgent items of procurement are accorded the highest priority
  • Initiate suitable action for standardization of products and services.
  • Co-ordinate with the Tender Board on all matters related to procurement and contracting; and ensure full compliance to Tender Board procedures and requirements.
  • Co-ordinate with all other departments on all matters related to procurement of goods and services.
  • Maintain overall control over the warehouse operations and management; ensure the highest level of service provided to end-users.
  • Ensure that the inventory levels are kept at a minimum level; hold periodic discussions with other departments on the level of inventory to be maintained on various stock items
  • Co-ordinate periodic physical verification of stock; provide adequate explanation on un-reconciled items and forward note to appropriate authority for writing off
  • Co-ordinate efforts to identify obsolete / non moving stock and take suitable steps for writing them off
  • Responsible for all administrative works , daily running and management of activities of the section and preparing the reporting requirements in addition to preparing the annual operating budget and obtain approval for it.

Job Requirements:

  • Applicants should have a proven track record of project success working within contracts management. The selected candidate(s) will have effective interpersonal skills in order to supervise a team of contracts administrators and to interface with engineering, project, and construction disciplines. Minimum of 8 years related experience.
  • Oil & Gas and/or Mining experience preferred.
  • Strong working knowledge of Contract Law.
  • Thorough knowledge of Engineering, Procurement and Construction techniques with strong working knowledge of technical aspects.
  • Degree in business, engineering, law or equivalent experience.
  • Excellent written and verbal communication skills Arabic and English.
